what is the cheapest airline in all africa?

im looking for the cheapest airline in africa, especially in senegal or nearby countries... if the airline isnt cheap but counts with many crashes, making it very insecure, it works as well.... (its for a university investigation) What im looking for is not the airline with the cheapest fairs but with the lowest budget as a whole airline.
